The event, hosted by the Air Traffic Controllers Association of Aruba (ACTAA) held from September 30 to October 2, 2025, brought together delegates from across North, Central, and South America, as well as the Caribbean, to discuss the latest technological developments, operational challenges, and innovative solutions shaping the future of aviation and air traffic management.
Mr. Urwin Luminier, President of ACTAA, expressed pride in hosting the regional meeting in Aruba for the first time in 18 years, calling it a “historic milestone” for the local air traffic control community. He highlighted the event’s focus on collaboration, radar modernization, and legislative updates, which are essential to maintaining safe and efficient skies throughout the Americas.
As part of the opening ceremony, Mr. Nilknarf E. I. Kock, CEO of ANSA, delivered the keynote presentation titled “ATS Privatization in Aruba: Critical Success Factors, Challenges and Opportunities.” His presentation traced Aruba’s unique journey in restructuring its Air Traffic Services (ATS) from a government department into an independent, corporatized entity — a transformation completed on January 1, 2015, when ANSA began operations as a limited liability company with the Government of Aruba as sole shareholder.
He explained that privatization was driven by the need to eliminate chronic underfunding, modernize infrastructure, and separate regulatory oversight from service provision, in line with ICAO recommendations.
Mr. Kock concluded by noting that Aruba’s experience demonstrates how corporatization can be an effective solution for air navigation service providers in the region, provided traffic volumes are sufficient to sustain financial independence.
The main lessons drawn from this conference centered on the vital roles of staffing, training, and mental health — highlighting the need for well-supported personnel, ongoing professional development, and a strong focus on well-being.
